Chances are that .odf files aren't being associated with LibreOffice so
Windows doesn't know what to do with them when you double click. IDK how
to associate file types with an app in Windows, but it's probably a
right click operation.
in Explorer right-click on the file, Open With, select swriter.exe and
click on Always
I think there should be an option also during the installation of
LibreOffice.
