Short answer, not for the 4.4 branch--the change in UI functions as
designed.

But, it has been added as an Expert Configuration stanza for master (with
daily dev builds) and will be available with the 4.5 release early August.

If you are interested, the UX issue in splitting the Sheet Tabs from the
scroll bars can be found in issue  tdf#36772
<https://bugs.documentfoundation.org/show_bug.cgi?id=36772>   and the other
side of the issue leading to implementation of a customization in Expert
Config in issue  tdf#87684
<https://bugs.documentfoundation.org/show_bug.cgi?id=87684>  .

Availability as  an Expert Config stanza is a bit misleading as there is a
substantial bit of code that can not now be back ported to 4.4 to change the
UI there.

Meanwhile, perhaps have a go with a daily 4.5.0 dev build --
