I had a reply from John King
Try the odf validator on:

http://odf-validator.rhcloud.com/

Setting it to 'auto-detect' enabled it to identify my odf 1.0 and odf 
1.2 files.

It identifies my files as version 1.2 with a LOT of errors. Even a clean 
file with 2 words. Possibly because I have 1.2 Extended set in LO options.
Using Brian's technique (Dolphin browses zip files like a directory) my 
1.2 extended files have version="1.2". So possibly my problem arises 
from mixing sub-versions of 1.2.
