There is the tool "Convert to polygon". But it works with maximal 32 colors. It might be, that you
do not like how LibreOffice reduces the color depth. In that case you should reduce the colors with an image
editing program before using the tool.
You will get a metafile, which you can break.
I don't know, whether there exists better free tools for such task.
