Someone suggested relocaring Virtual Memory from C:. That indeed serves as a work around. I now 
have about 2.5GB available on C:.

I'm still interested in this issue even though there is no longer a _critical_ problem.

You can relocate the Windows Installer folder (by creating a directory 
junction) and the temporary folder (by setting TEMP environental variable).

There are several tutorials available in the Internet.
