It is not possible to do what I had envisioned due to the single user paradigm of the built in hsqldb database. To pull it off you need to install a local copy of the hsqldb database from this URL http://sourceforge.net/projects/hsqldb/files/ Having done that you can then create a new Base front end linked to the newly installed hsqldb hsqldb.jar file using the JDBC driver. Once you have that done you can create tables to your heart's delight.
