I think the best languages are C++ or Python. Those seem to be the main
ones used by LibreOffice devs. Java is probably the worst and most Java
code has already been written-out of the main branch. There seems to be
small sections of various different languages and i think Ruby is in there
somewhere.
However it is probably better to ask the devs list. They might like your
idea and offer help or support or something. Even if not they might be
able to give better guidance about what tools to use. On this list we are
mostly not devs and don't really know (although there are one or 2 that do,
of course).
