Am attaching the offending .csv. I am surprised with the result. I've since tried to read other OS files, .csv or .asc. They are all producing 'chinese'.
You need to choose Character Set=System Language=English(USA) and check "Separated by" "Space" "Merge delimiters" With these settings I didn't have any odd results...
