Er, these are document files, not programs.

You can indeed open an .rtf file in Windows Notepad, but what you
will see is a coded description of the document appearance, not the
appearance itself! You need a different product to render the
appearance, e.g. a word processor. Interestingly, Windows WordPad
will open the user's .rtf document file, but even that will not
render his graphics.
