Hi Mirosław :)
Ouch, i only just saw your post after writing my response to a 
couple of other responses that must have appeared after yours.  Surely Brian's answer fixes the 
issue though?  He is usually 
correct but so are you.  So, now i am confused.

I think not.  Now you need to tick Tools | Options... | LibreOffice 
Writer | View | Display | Comments.  Then the menu item should become
active.

My simple test shows that both these options (in menu and in Tools → Options) 
do the same. So if menu item is grayed out, then LO is unaware of any comments 
in file.
I would consider it a bug.
