The Horizontal Split works like this with two Scroll Bars for each part.

Do not use split or freeze options, but from the menu 'Window' the item
'New Window'. You get a new UI, but on the very same document. So the
content changes in one Window will be in the other window too. That are
not two documents but only one document with two views.
