Is the download problem just on my side?

I can download them without any problems, so apparently yes.

Is there somewhere else I can download the font?

Just install fonts-libertine with your package manager of choice.
In package you will find OTF fonts, while package from NumberText provides TTF
files. If you have reason to require TTFs, then download source of Debian
package (apt-get source fonts-libertine ; requires deb-src in sources.list),
install fontforge and convert sources to TTF. Personally I would stick with
OTF.
