It's difficult to tell without more information. But note that
character formatting and character style formatting can each override
the paragraph style you have applied. Try this: select the relevant
text and then go to Format | Default Formatting (or Ctrl+M). This
will remove local formatting and should leave you seeing the effects
of your paragraph style.
Note also that if you type immediately after some text with local
formatting, that formatting is replicated in the new text. Local
formatting can also be remembered even if you delete all the previous text.
