Bug fdo#62303 ( https://bugs.freedesktop.org/show_bug.cgi?id=62303 ) has been submitted as an 
enhancement request to adjust the installation folder on Windows to a non-versioned folder e.g. 
C:\Program Files\LibreOffice\

but as we're asking to expedite this adjustment for a 4.0.3 build. solicit users and devs lists for 
any substantive reasons NOT to proceed.

Advantage of placing into a non-versioned installation folder for Windows OS is that established 
configurations and function of 3rd party extensions will remain intact across version upgrades.

Expect minimal impact on installation or bundled extensions and Windows registry and LibreOffice 
registry and user profile.  Potential impact on migrating user profiles during upgrade, and 
possibly on 3rd party extensions.
