The instructions say to send an email to 

users+help@global.libreoffice.org

but often the "users+" bit looks like it's not part of the address.  That "users+" bit is crucial!  
So it's the entire line there that needs to be used as the address.  Do you get the confirmation 
email or do you never receive that?
