Possible solution: Right click one of the table cells and select "Tables". Then in the Table Format dialog, click the Borders tab. Does this show the borders you want? If not, add them. Another possibility: Tools -> Options -> LibreOffice Writer -> Table. In the bottom of the Default section, is Border checked? Will this make any difference?
