Thanks.  I figured that it had something to do with language settings
but I could not figure out how.  Finding where and how to configure use
of help is unfortunately not intuitive.  I seem to remember in
OpenOffice.org before the fork there was some sort of indication in the
Languages section of Tools providing an option for help labeled help.
