Yes, I've installed LibreOffice that way many times, but it results in a
parallel installation into /opt, rather than an upgrade of the existing
version. Also, I am supposing that there is some advantage to whatever
they do to tweak it for (k)ubuntu.

Ppas are often a little out of date. They tend to depend on only one or 2 people and those people
may have other work commitements or other things going on in their lives. Often they are very
keen and committed to their Ppa but even so it's probably better to get the upstream one from the
LO page.
