Then you are using the wrong filter.
Start Calc.
File > Open and in that open dialog select your file.
In the lower part of the dialog use the drop-dow list "file type",
scroll the list till item "Text CSV (*.csv, *txt)". That item is forth
last of the "spreadsheet" section.
Open.
If it still opens in Writer, then the file is not a csv file and someone
gave it a wrong file name extension. In that case open the file in an
editor and post the start of the file here.
