This is not a typical Windows program so re-installing it might not 
change anything at all. Reset your user profile instead.
Unfortunately, it tries to look like a real Windows program. Turn off 
the nasty quick starter for ever (disable it in a custom installation)

seem to be working normally.  I should also report that when the
problem first appeared I had a problem with Windows 7 at the same
time.  The Windows problem was corrected before I started to
uninstall/install the program to try to correct the above problem.  It would seem that there is a 
temporary
files somewhere that remains in the computer even if LO is
uninstalled.   I shut the computer off after an "uninstall" so I assume the file isn't in memory.
