Actually it's an mht document. When open with Word: File|Save As|Save as
type: Word Document (*.doc). Now you can open in LO with all formating,
table boxes, etc.
LibreOffice doesn't have a filter for mht (mhtml - mime html) files, nor
IMO should it. It's not intended to be a 'document' format/protocol.

Why does it open so well in Word? Don't know, but I suspect it may have
something to do with one of the co-author's (company) of RFC2557...
I also wouldn't recommend using it. (that's a full stop, period)
