You are missing the point ;) There is no bug. In fact it works perfectly and
the way it works makes perfect sense. 

There are only two limitations (at least under Windows...) that make this
feature less perfect:

1) The user data that shows (or that you fill) during install is useless and
is not used by LibreOffice (it seems to have been removed from the 3.6
installer which is good)
2) When LibreOffice is installed and executed for the very first time the
user data should be requested (with a brief explanation of what it is used
for)
