The purpose of scrollbars in this case is to permit the user to see
any part of a page in Writer. How do you move from the top to the bottom
of a page if you want to see what is written there?
Also, suppressing the scrollbars in Writer makes the navigation
toolbuttons (at the bottom of the vertical scrollbar) disappear.
