I'm not sure about Win7, 64bit but on Xp you could just right-click on the desktop to get to
properties and change screen-resolution and all sorts quite easily.

Have you already considered to change the view not only in LibreOffice but to change it in general
in your operating system? Windows has dpi settings and settings for individual things like menu or
window title.
Some settings are not possible inside LibreOffice but taken from the OS setting.
