I had the en-US version installed & working fine. To check to see if
there is any difference with en-GB, I uninstalled en-US and installed
en-GB, and to my surprise, when I press F1 I get exactly as you
describe: online help only. So it looks as if you've found a bug.

You can use the following to file a bug report:

Given that it's such an obvious bug, I'd check to see if one has already
been filed:

doesn't look like it with that search (en-GB), so I'd file a new bug.
In the interim, you can install the en-US or en-ZA help pack - just
ignore some of the word spellings:

<https://www.libreoffice.org/download/?type=win-x86>
Click ion the language you wish (I know that en-US works) & then just
download and install that help pack. You can uninstall after your bug is
resolved.
