I use Linux Mint 12 KDE and had the same problem on Libre Writer.
Go to the OS menu -->System settings. Select Common Appearance and Behaviour--
Application Appearance. Select Colors then the Colors tab. Scroll down to the
Tooltip background, change to a light color background. The black tooltip text
will then show up clearly on the new background.
