I already confirmed when I wrote: "I just switched to a KDE session (different user, but same LO install), and sure enough: no 'Open/Save 'Use LO dialogs''."
Perhaps it has had problems with it in those areas in the past, so now omits it rather than defaulting it to 'off'.
