I think
Tools - Options - LibreOffice - General
is the right place. It's a bit weird that the first section in the left-hand panel in that pop-up
is "LibreOffice". It kinda makes sense after you have played around with the different options but
at first it seems weird.

Using LO 3.4.5, when I select Tools/Options/General, I do not see
anything like that - just:
HELP: Tips, Help Agent, Extended Tips, Reset help Agent

ENABLE EXPERIMENTAL...
- i.e. no sign of "/Open/Save 'Use LO dialog".
