Not a short way but : 

Open Draw module.
Menu Format > Area > Bitmaps,
Clic on Import and choose your picture.
OK
Close LibO
Open you Calc file
Edit your chart
Format wall, Area, Bitmap
Your picture is in the bitmap list.
