Ctrl+"+" does indeed insert a row if you select the row (click on the row
number).
If a cell is selected then it will insert cells (and display the dialog to
ask your option)

A Forum will be created in parallel to the mailing list ;)

I don't know how to configure hotkeys but would be interested in learning!
Anyone?
