When creating a frame, how to specify using the dialogue window that
the frame should appear in the centre (with respect to vertical and
horizontal) of a column, not to a page or paragraph?

Anchor your frame to paragraph, or to character.
Horizontal position to center, and to paragraph area
Vertical position to center, and to entire page
