Hi :)
I think it only affects the translation files.  Note that there is no problem if people stick with 
English.  If you need better understanding then the best places to ask are localisation lists or in 
the bug-report.  This list does not routinely deal with translation files and so is unlikely to 
have a good meaningful answer.
