But i know that this might help:

     args1(0).Name = "Count"
     args1(0).Value = 9
     args1(1).Name = "Select"
     args1(1).Value = true
     dispatcher.executeDispatch(document, ".uno:GoDown", "", 0, args1())

This doesn't work either! Same symptoms. Besides, "Select" does not select anything even when true. 
Only "Sel".
 
Another way of doing the same could be this:

     Dim oViewCursor As Object
     oViewCursor = ThisComponent.CurrentController.getViewCursor()
     oViewCursor.GoDown(9, "True")

I think this code is for writer. I have this problem on calc.

selects only 2 lines instead of 10!!!
