yes, there is. You need to download and install the help-pack in that language, that you need. Just
go to the download page and instead of the program scroll a bit down and choose the help pack (and
also possibly the language pack - depending on your operating system) for your system. Once it is
installed, your installation of LibO will use the local help instead of the wiki help.
