yes, there is. Just go to the regular download page and get the help-pack for your language. 
For example, I see the following list: 
LibO_3.4.0_Linux_x86_install-rpm_en-US.tar.gz 146 MB
LibO_3.4.0_Linux_x86_langpack-rpm_en-GB.tar.gz 7.9 MB (en-GB - English (GB))
LibO_3.4.0_Linux_x86_helppack-rpm_en-GB.tar.gz 8.9 MB (en-GB - English (GB))
LibO_3.3.2_Linux_x86_install-rpm_en-US.tar.gz 147 MB
LibO_3.3.2_Linux_x86_langpack-rpm_en-GB.tar.gz 8.1 MB (en-GB - English (GB))
LibO_3.3.2_Linux_x86_helppack-rpm_en-GB.tar.gz 8.6 MB (en-GB - English (GB))
The list for Windows looks like this: 
LibO_3.4.0_Win_x86_install_multi.exe 188 MB
LibO_3.4.0_Win_x86_helppack_en-GB.exe 7.9 MB (en-GB - English (GB))
LibO_3.3.2_Win_x86_install_multi.exe 214 MB
LibO_3.3.2_Win_x86_helppack_en-GB.exe 8.5 MB (en-GB - English (GB))
So, just go there, select the helppack and install it in the same way you did install the program 
itself.
