Darkguy didn't mention Internet Explorer, what crashes is Windows
Explorer.
Although since windows 98 (or 95?) they're closely connected, sharing
some parts, they're not the same thing.
Unless you're running some alternative shell, you need explorer.exe to
be running in order to use the windows GUI.
(Also, IIRC, IE's executable is iexplore.exe, not explorer.exe.)
