Check under Tools>>Options>>Language Settings>>Languages to is the check
box "Decimal Separator Key" is selected. Also, check your default
language settings, if US is checked the default separated is the period
not comma.
Typically this is localization setting and if the wrong location is
selected, it will use the default settings.
