Dia may do this. I have been told before that it reads Visio format,
but have not tried it for that in several years.
It does export to Visio XML format ".vdx" so it may work for you.

They have a Windows, Linux, and MacOSX install.
The problem is that Visio is a proprietary format and is not supported
by many graphic packages.
