Since you are using Windows I would recommend for such a task the free
program PDF Xchange Viewer.
It is a lightweight PDF reader with annotation tools. The advantage over
Draw is that it doesn't convert the PDF. The disadvantage is that you are
adding object over the PDF (so you can't actually modify the objects in the
PDF, if that is important for you).
