No, the user list does not handle feature requests. Your best bet would
be either to file a bug issue for enhancement or feature request on
freedesktop.org bugzilla under the libreoffice development, which
requires signing up to something you will probably never use unless you
are into bug hunting/triaging etc, or else as someone else has mentioned
the design mailing list. If you post on the developer list, you may get
shot down in flames or completely ignored, or someone may tell you to go
and post on the discuss mailing list.
