I use Ubuntu 10.10

Go into Synaptic Package Manager

use the option of:   Edit > Reload Package Information

This should show you the latest version of LibreOffice in the Repository.

Not unless you have the ppa repository enabled (apparently you do).
There is *no* standard repository for Ubuntu 10.10.

Some will recommend using the PPA, I prefer not to do that so that I can
run OOo and LO in parallel (and at the same time if I wish). Instead simply:

Don't forget to install the help pack as well.

I highly recommend that you not do that as I have no issues with running
multiple versions of OOo and LO in parallel & at the same time. But that
is my opinion, so use the PPA and trash your exising OOo in the process
if you wish - just don't forget to report the bugs on launchpad rather
than in https://bugs.freedesktop.org/ - or if you do the latter, be sure
to mention that you are using an Ubuntu'ized version of LO.
