I do not know any way to move a section. But you can do this:
If you want to keep the content of the section in that place, then Format > Section > Delete, which does not remove the content but only the property 'section'. If you want to move the section with its content, then mark the part from end of last line before the section to start of first line after the section, cut it and paste it on the correct place.

The distinguish sections from other parts, you can set an individual color in Tools > Options > LibreOffice > Appearance > Text Document. That color is only for view, not for printing.
