You usually have to install an additional language pack. How to do this depends on your Operating System. Have a look at the following link for some instructions and useful information:
http://www.libreoffice.org/download/instructions/

Once the language has been installed in LibreOffice go to Tools > Options > Language Settings > Languages and select the desired language for the relevant sections.
