Am I mistaken, but the only difference between US English and the rest
of the language packages is that you download one install and then you
download the proper language pack and the helppack for that language,
while US English just has the install download and the helppack.
That makes life easier for developers. Develop one install, then develop
the language pack and helppack needed for the localizing. I bet it is
much easier than localizing the entire software source code and compiling
it. All you would need to do is create one master install for each system,
and then the language pack[s] for each language, not one for each
combination
of system and language.
This would be easier for someone like me to mirror the files to my own
domains to help spread the load for downloading when a new release
comes out.
