Confirm. I think this is due to LibO go-oo patches. I tested on:

Linux:
o Ubuntu 3.2.1 OOo (go-oo package)
  - prompt for password
o LibO 3.3 Beta (go-oo package)
  - prompt for password
o Go-oo 3.2.0 (m12)
  - prompt for password
o Standard OOo 3.2.1
  - no prompt for password
o Standard OOo 3.3 dev (m18)
  - will have to try later as my other system w/dev on it is down at the
moment

WinXP SP3
o Standard OOo 3.2.1
  - no prompt for password
o LibO 3.3 Beta (go-oo package)
  - prompt for password
Microsoft Excel 2002
  - prompt for password

Perhaps this is a good thing as Excel also promts for the password.
