The user guide chapters for v4.2 are being updated to CC-BY 4 as we produce

Creative Commons has released v4.0 of its licenses, and I propose that
we update the licenses on the website, wiki, docs, etc.

My understanding is that CC v3 licenses contain the equivalent of an
"or any later version," so compatibility is not an issue.
