AFAIK, on Windows 10 S you can only install software from the Microsoft
Store, and not from external sources. Microsoft has been enforcing this
in all countries in Europe since October 1st, 2019.

While this is indeed enforced, on x86, the S mode can be disabled by the
user. This action is irreversible though. [1]. The method is completelly
legal and authorized by Microsoft.

Then, afterwards, the end user is able to install apps from outside the
Microsoft Store and may install LibreOffice from our website for example.
