I think the bird you are referring to is planned for the Portuguese community, but not as a global icon. ;-)

However, having some mascot would definitely be nice! Some idea would be to have the document icon with eyes, nose and a mouth, smiling, but that's just a weird idea of mine... :) Definitely something to involve the design folks into.
