I quickly read the news this morning but I think it's dedicated to US
based non for profit.

I think there are a couple of google programs here, for example there
may be some break on license fees when using google Apps to perform the
activities for a non-profit. I believe is separate from the program of
receiving credits towards adsense placements.

One way into that it appears, or perhaps just a listing on a web site,
is this web form:

https://services.google.com/fb/forms/NonprofitStory/

The examples used for asking Where the non-profit is located
specifically shows a non-USA address, so I would presume the programs
are not limited to USA non-profits.

I was told that someone with the TDF/LibreOffice committee has "applied" or "something" for this service [I think if I remember correctly].
