Guidelines at
http://wiki.services.openoffice.org/wiki/Templates/website/guide are
very clear: only proper ODF templates (not even ODF files, that are
allowed on Michael's new prototype but are forbidden in the
OpenOffice.org Templates site) are accepted, and this check is enforced.

So the site cannot offer templates for Microsoft Office unless they are
in ODF format, and thus suitable for OpenOffice.org and derivatives too.
